Just guessing there'll be some kind of module to install, I bet it plugs into the dash somehow and then wiring it up to the stalk and getting power to it. Doesn't sound too bad. If you're serious about having a go then I reckon it's worth finding out the appropriate kit and retro-fitting it. Most base model cars come pre-wired for the bits that the upper-range models have anyway.
I know a bloke who fitted heated electric leather seats to a Mondeo he had, in place of the standard electric but not heated velour ones. He said it was a piece of... The wiring for the heating control was all there, he just had to plug it all in.
