If it's the cyclist's fault (or a pedestrian's for that matter - the laws is the same) then he/she has no insurance. The government gets to pay for the emegency services and any hospital treatment required.
If it's the motorists fault, then his/her insurance covers all of the costs incurred.
So making it the motorist's fault regardless of who is actually to blame saves the government a pretty penny at the expense of making our insurance premiums shoot through the roof once again. It's yet another example of stealth taxation against the motorist.
