That picture of Ralph's is not the same "set up" as yours.

The upper spring spans both shoes.... this is critical to pull shoes together.
If you have changed spring for a longer, shorter, stronger, get the right one... will save hassles.
Once shoes pull together properly, things like the pip on the handbrake lever will likely sit properly.

Adjuster, the nut must be free to move or they will not self adjust correctly... but will only turn one way, the spring plate in front sits into teeth on the nut, these allow it to turn out but not back.
Make sure the nut is free to move and not jammed/corroded. Clean threads and a little copperslip helps but do not get carries away, you don't want to risk grease on friction surfaces.
If you need to turn it back, a small screwdriver to lift the plate out of the teeth works.
I tend to use a screwdriver to turn the nut as well, saves my fingertips.
Get something like the right adjustment on that before putting drum and springs on... Then should be a fairly simple tweak to exact setting.
The adjustment is critical as it will effect the operation of both hand and foot brakes.

Note, the cylinder pistons move the shoes on footbrake, the cable on handbrake operation.

Incorrect adjustment will cause excess travel in both systems and may well reduce brake efficiency.

Adjuster nut is the small nut on the rod/bar thing spanning the shoes, just below the cylinder
