If the inner bearing is only part way on the shaft and it got tilted, it will jam.
Try tapping it on further to get it straight.
You should be able to pull it back off by hand after that.

Don't mash up the bearing rollers or cage. Only tap on the inner ring.
If you haven't damaged anything, you might be able to bearing and seal back into the drum.

Have you wound the brake adjuster nut so that the bar is at shortest length?
Have you slackened the handbrake cable right off.....very right off.?
