Since it only seems to be occurring on the one panel (bumper/front-end), I would agree that it's been repainted by someone who didn't fully know what he was doing.

The primer & basecoat looks to have been applied correctly, but the lacquer clearcoat has either suffered from moisture damage between the colour & clear stage, or a bridging coat of lacquer to help the subsequent coats 'grip' the basecoat was missed.

The good news is that it's repairable, the bad news is that it'll most likely need to get stripped-back to ensure that you aren't chasing paint failures all over the panel, and the car ends-up looking like a patchwork quilt.

It can be dealt with by a mobile repairer, but it'll most likely take a full day to strip-back, remove trim, prep & paint.
