Programming a second-hand ECU

Hello again!

I've got a little problem I'm hoping you can help with.

The ECU on my Renault Megane RT 1.6 suffered a coronary last week. I've opted for a second-hand ECU , but have been told that it needs to be programmed by renault (a security feature) or it won't work.

What I'd like to know is:

1) I've got a quote for a compatible ECU for just under 200. Is this a fair price?
2) Is it true that only Renault dealers can re-programme the ECU to work with my car? If so, how much could this cost? Are there alternatives?

Bottom line is, I don't have the 400+ I've been quoted to receive specialist attention.
