Those symptoms usually mean it is a faulty bulb.
The HID uses 30,000 volts to light the bulbs, once the bulbs are lit it only takes around 30 watts to keep them lit.
Agreed. It's most likely to be the bulb.
Given the price of the replacement its worth checking.
Either swap the bulbs over (be very careful, the outer wire is very brittle) or swap the ballast units.
As mentioned, the ballast provides an initial very high voltage at a few milliamps to get the bulb started. Once the arc forms and the internal gas heats the resistance of the bulb drops and the ballast provides a much lower operating voltage (about 90Volts at about 0.5Amps).
If the ballast was faulty it would most likely either not start the bulb or not sustain it (it would go out or flicker like a bad fluorescent).
Take great care around the bulbs and the ballast units.
