personally i would just change the entire hub. its a easier job to do in under an hour.
you wont know if the bearing needs changing till you have fitted it and driven on it. if its making noises then you will then need to swap out the bearing.
it might be possible to remove the broken bolts out of the old hub, but it should really be taken off the car first. some garages can remove it as can some mobile specialists that do heliocoils as they have the drilling tools.
the DIY way is drill the center of the old bolt. tap the hole, insert a suitable fitting bolt (wind in till tight), then weld the bolt to the old one(without touching the hub), then try winding the combined bolts out.
