Just thought as an ex policeman I would clear up when you will receive a ticket for speeding. The 10% guidlines are not for your car but the police car and so you won't get a ticket until you are 10% over if you are stopped by an ordinary police car because they would have to send it away to be calibrated and lose the service of that police car for about 5 days.
However if you are stopped by a calibrated traffic car the 10% rule does not need to be followed or a Police car fitted with a VASCAR computer, also non fixed Cameras usually operated by private companies are also calibrated and so do not follow the 10% rule.
For this reason I would not go to Court and take your chances with a magistrate unless you are sure the Police car/camera has not been calibrated as this information will be documented and presented and so you would not have a leg to stand on.
Hope this helps
