He was doubly peeved as he'd been stopped the previous week for driving too slowly, at 29mph in a 30. Or so he reckoned.
If the limit was 30mph then he would not have been committing any offence as that would be the MAXIMUM speed allowed in good conditions / weather and not the recommended or minimum speed.
There must have been other reasons why he was stopped which he conveniently forgot to mention.
There are very few places where there is a minimum speed. In fact the only place I have seen a sign is in the Highway Code.
