As far as I know there is no such thing as an anti-syphon valve - there may be a baffle wich prevents you putting a hose down into the tank (this can normally be overcome with a bit of wrangling).. What may have happened is that some cars have an anti-spill valve in the filler neck. This is in case the car over turns and it will close if fuel try to escape via the filler neck - in your case this appears to have stuck in the partially closed position. Should it happen again try puting a piece of pie down the filler tube (as if your were going to syphon some out) - twisting it as you go - this may help to release the valve. Unfortunately petrol can have a quite a corrosive affect so maybe putting some fuel treatment down the filler tube may help
