It means when its placed at the end of a sentence it becomes a QUESTION hence "question mark" ? < 1 of them.

Actually it doesn't. Your sentence is not a question and isn't turned into one merely by tagging on a question mark.
Had you inserted a hyphen after "up" it would have been a bit better but still rather ungrammatical. It's "tightening", btw.
If you are going to criticise for punctuation yours had better be perfect. It's far from that.
