Drilling holes in the brake drum runs the risk of letting water inside the brake mechanism unless you find a means of covering it up. Also forcing the adjuster without disengaging its ratchet pawl runs the risk of damage.

In my experience if the drums have a lip deep enough to prevent the drums from coming off then it a sure sign the drum is probably worn beyond its limits.

In the past I have been able to grind any lip off using a small angle grinder using a grinding disk which has worn to a small diameter. If your are careful you can achieve a good bevel edge thus reducing the risk of future wear lips.
