sounds like the lever is dropping faster than the caliper can pull the cables tight.

If you can move the arms on the caliper, is there some spring tension trying to pull them back to their stops.
Some calipers have springs on the arms- has yours.?

Sticking cables can also cause it too.

Adjusting the nut tighter would help in the short term but you don't want the brakes binding.

That balancer arm inside the car can be off square but shouldn't be by much.
Could be a sign of a caliper not adjusting itself up or a cable stretched.

You need to look at the calipers while someone works the handbrake so you can see what's going on.
