You really need pliers or mole grips to move the caliper arms.

With handbrake off, both arms should sit against a stop if one is fitted.

Both arms should move to about the same point when you work them and you will feel the wheel getting harder to spin.
Obviously they should strongly spring back of their own accord.

If the problem is inside a caliper, you could try fitting new pads if they're low and it may/maynot come back to life.

If QH or Firstline do cables, I don't see the need for genuines.

Dunno about that measurement. Your car is too new for me.
