Usual advice is that the mechanism is inside the adjacent rear panel, need to pull off boot lining to reveal the access opening. The gizmo is a solenoid I think and notorious for jamming by all accounts.
Mine was stuck permanently unlocked, just left it as it was and bought a locking cap to replace the original. Which is much better quality also must be said.
