Hows the handbrake travel?
Rear shoes retracting too far can cause that.

Try pulling on the handbrake a few notches and see if pedal stiffens up.

Degenerating hoses can cause it.

Air in ABS.
Probably ought to be cycled with Can Clip but if nothing else, find an empty, clear, wet road/car park and hammer the brakes on to cycle it. Careful please.
