I have heard of the clamps Pat speaks of but I have seen them once on ebay and there like 70 from renault!

A few layers of heatshink on the threaded bar should provide the protection you need, or you could wrap it with a strip cut from a cycle innertube and hold that inplace with a layer of heatshrink if you think you need a bit more.

A word of warning though, the threaded bar you are proposing to use comes in various grades, right down to what I like to call plastic metal. Basically you get what you pay for, go too cheap and you may not have your roof box when you arrive in France.
