Speaking as someone who was a panel beater here is the issues I have and I think you all may agree

On many a job a simple shunt would be "estimated"as such but usually if you read the small print it will use words like subject to strip down and inspection

Now should the OP try replace the bumper he may find further damage on strip down that means yes its a bodyshop job will he manage to put the parts back on as things can be misaligned etc

The whole issue is the question of hidden damage that the untrained eye may not pick up which could lead to water seeping in or worse at a later date ...reading between the lines I get the impression the OP is a young driver so sympathies lie with him
