It's a possibility that it's the friction of the liner, but they were so badly corroded, the point of origin could equally have been the metal 'lip' of the wheelarch which is directly in the firing line of the tyre (and anything flung from it).

I applied loads of underseal inside the panel (and where that liner would make contact) weeks beforehand, so it would dry, plus coated that lip, to try and prevent any inherent issues returning.

German cars of the mid-nineties, to mid-noughties really corroded badly, due to the reunification of Gremany, forcing West German companies to use impore, low-quality East German steel; coupled with the Green Party's influence forcing car companies to use the less-durable water-based paint.

Thus the perfect storm was created, and why you see so few German cars from that period in fine-fettle.
