Am assuming you mean the brake compensator, the part that, when you put weight in the van, allows more fluid/pressure to the back brakes..
Is the lever free to move. was the original one seized.
Give this a try,, force the lever away, Hold it out, (or get someone to help..)
If you have someone to help you, get them in the cab, you get under, pull the lever, and ask them to press on the pedal, if no one to help, then you will have to sprag the lever, then press on the pedal.
Is it drum or discs.
If drum and not adjusted, handbrake will work, but foot brake will have low efficiency

I think, aesthetically, car design is so interesting - the dashboards, the steering wheels, and the beauty of the mechanics. I don't know how any of it works, I don't want to know,
