No,,,,,wheel should not turn, shoes/drum then yes, especially if new shoes, that have not bedded in, but not disc/pads
Was it rear brake efficiency it failed on.
Would you have a read out of the brake figures...

Did you have the rear wheels off, did you, by any chance, inspect your brake pads, where the brake pads the same thickness in each calliper.
That is on off side rear wheel, were both brake pads the same thickness...The same for nearside rear.
Reason I am asking,,
Your hand brake is working, hence the calliper piston is not seized.
But ,,, that does not mean the slides are as free as they should be.
Or,, your hand brake cable, is this adjusted properly ,, if the handbrake lever attached to the calliper, if this is not coming back to its release stop point, then your rear foot brake will not be efficient,,, As the worm gear inside the piston, cannot adjust correctly
