Brake fluid can be tested for contamination but to do so properly you need to drain it out. So whats the point in testing. If water gets into the system it can boil at the pistons and create air locks - ending up with no pedal at all.
Good clean fluid also minimises wear and tear on the master cylinder. Plus its a good opportunity to check the bleed nipples are free in case you need to undo them in the future.
