Thats an easy repair.....
The load valve has an arm on it which pivots,this is the part thats seized.If you spray it with WD40 or similar,and work the arm back and fowards with a pair of pliers,it will soon free it's self up.To check it's working,get someone to work the brake pedal,whilst you look at the valve.The arm should move outwards when pressure is applied to the pedal.
