I always took the 'legal minimum' to be when the MoT says they are too far gone!!!
I've taken my Vectra to the same garage for its MoT for the last 6 years. They said they suspected the discs too low the first year I took it, but the calipers are a bit too far set into the hub for them to see clearly on this model, without taking the wheels off.
I was told the same the next year, then they forgot about it for the next two years.
I ended up changing them some 4 years and 60,000 miles after the first MoT advisory, when they started squealing bad! I think they were meant to be something like 21mm thick min. Mine were 17mm when I took them off. I can't see the issue, they are lumps of metal that stop the car, I've never heard of a disc falling to pieces. They'd start warping first, wouldn't they, and you'd get to know about that?
