Another way to view it is from the perspective of preventative maintenance.

Both springs are likely to have incurred the same wear & tear, so are equally likely to fail.

Plus, the cost for 2 x a single spring replacement is likely to be greater than for 2 replaced as a pair.

In addition, you are only inconvenienced the once, rather than on 2 occasions (when either event could be signaled by a burst tyre).

For all these reasons, I would replace them as a pair.
