Yes it should release on slopes.
There is a slope sensor inside the brake unit and the unit uses this, throttle and clutch position to decide when to release so as to allow safe hill starts.

It isn't a good idea to let people who do not understand the basic operation loose with diagnostic kit. The dealer may not be happy but his mechanic who has to ask his mate about basics isn't first choice.
He really needs to link you with someone with renault can clip to interrogate full system and reset if needed Who understands the system. If renau!t, so be it.
There may be an sensor faulty, such as the slope sensor or clutch potentiometer. It may just be a reset needed.
It quite possibly will not show a fault as it cannot tell difference between something like a faulty clutch sensor and the driver not pressing the clutch.
