It may be that you have a pad / shoe worn lining worn down to the metal, and in damp weather this pad / shoe may be sticking due to corrosion which is preventing it from freeing off away from the disc / drum surface when you release the handbrake in the mornings. With a bit of use/mileage you are finding it eventually frees off.
Best bet is to remove your road wheel and have a good visual check around the area for anything 'not quite right'.
