Some torque figures will state for lightly oiled bolts other for dry so you need to study the given values carefully.

Anti-seize compound is primarily that and most have very little lubricatiion qualities. Corrosion between wheels and wheel bolts is mostly the result of electrolytic action betwen the metal sufaces and an anti-corrosive compound which contains very fine metal particles inhibit this reaction. It takes only the smallest amount to reduce the corrosion risk - you don't need large amounts.

I've always used a very tiny smear of grease on wheel bolts .. just enough to keep corrosion out of the threads.
