Drum adjusters

Bit bemused here.
Handbrake when pulled only operates the offside.
assumed the cable had snapped and bought new one.
attempted it today to find the old one was not snapped?
under handbrake where the two cables attach the link metal thing leans to one side as if the near side cable is slightly longer.
removed old and measured with new one and not so.
when hand brake is pulled the shoes move out when drum is removed. linings are a bit thin and do need replacing so are on my shopping list.
would this be something to do with this adjuster thing??
I've never com across one like this before. I'm used to being able to remove the drum by backing the shoes off with an adjuster wheel through the back plate. is there an easy way to remove the drum with these things??
Any way would the adjuster cause this problem??
