7 clicks is an mot failure, excess travel.
Have a read through the MOT testing guidelines in the link below. I can not find any reference to how many clicks a handbrake should be.

I have had cars fail their MOT for having excessive travel in the handbrake operation but never have I seen the number of clicks mentioned. The guidlines mention that when the handbrake is applied and holding the lever should not be at the limit of its travel but there should be some reserve travel left but it doesn't mention by how much.

If you can find evidence which mentions the number of clicks we would all welcome to see it in writing from our friends at VOSA.

according to an Mot tester there was an old rule about this but it has gone now ..but as he say one tester may pass at 6 clicks when another may say its at its limit

It also states in my haynes manual for my clio3 that the number of clicks should be between 5 and 7.. that has probably been taken directly from the official renault workshop manual no doubt..

Never worked on clicks though I take Noel's point that you subconsciously count the clicks when applying. Which acts as a warning.
I've always worked on amount of travel and adjust so it feels right.
Difficult to explain, reckon between 10 and 20 degrees of movement.
Can't remember failing an MOT for excessive travel.... low power and the like but not travel.

As for force, never like a handbrake where I have to strain to apply it.
And if I do, guaranteed "Er Indoors" can't release it.
