Sounds like you've messed up adjustment somewhere.
Though if handbrake working, surprised footbrake isn't as the pistons just pump out to the point where the shoes tighten on the drums.
May need a few pumps and may need bleeding again.
Just to go through it so you can double check.
Shoes on with springs and clips in place.
Right way round, bottoms in groove, top edge resting on pistons
Drum clean with any lip on outer edge cleaned off... couple of minutes with a power file/linisher and drum bolted backwards (open end out) on the hub.
Adjust auto adjust until drum just slips over shoes...little pinch is okay, loads of free space isn't.
Pump pedal until you can feel resistance... if not going hard or feeling spongy, bleeding will be needed.
Once bled, operate handbrake a few times to ensure working and that wheels are locking (by hand) on both foot and handbrake.
