Still major issues with brakes

My 53 1.9 dci Espace iv has been in garage since before xmas with a brake issue.

First brake is good and hard but then is gone, no hard pedal just no stopping power. brakes will slow you down but wont stop you dead. Pedal comes back after awhile but then goes on next brake.

First guess was vacuum pump thats been changed 3 times.

lines are good (no obvious leaks) and no escaping air noise from pipes or servo I have been told

It has had a replacement turbo but lines are good to and from I am told.

you can hear air when pushing brakes from dash, (but my dad and brothers Peugeot and Citroen diesels make same noise)

Garage doubts its a servo problem as he cant hear any air escaping?

what would you recommend next? Servo or master cylinder replacement?or another path (scrap yard lol)?

It does have the handbrake warning light on but I don't think this has anything to do with it TBH

Servo or vacuum issues would normally cause a hard pedal with little stopping power.
Master cylinder, air in system or leaks would normally cause a soft pedal and excessive travel.
Soft pedal and excessive travel can also be down to handbrake adjustment.
Stuck pads/shoes can create both hard pedal and excessive travel with little stopping power.
