The picture in the diagram does show the previous 'shape' of Clio, but the changes are mostly cosmetic (new front and rear lamps, front wings, bonnet , grille and bumpers.) I'd expect the fuse layout to be the same in both cars, though nothing's a given on Renaults, especially when it comes to electrics.
Looking at the diagram, you need to be checking fuse 15, and possibly 14 for good measure. Even in the unlikely event that they have moved around with the facelift, they'll still both be 10 amp fuses (they have a red body if memory serves me correctly.) By the sound of things, you've checked the dipped beam fuse (position 8 or 9.) This won't fix a faulty side light problem.
Just a thought, but have you had any work done on the car lately. Specifically, has the stereo been removed or replaced? There's a side light feed to the stereo unit to dim the display when the lights are turned on. If this hasn't been correctly wired, then it could be shorting out the side lights.
