There's still the requirement, MOT or not, to ensure ones motor is Roadworthy before driving. You wouldn't go out with a flat looking tyre, would you?
Also, despite the future lack of MOT requirement, one can, still have one done.
Bear in mind that there are existing relaxations for vehicles IIRC over 60 years old.
