Whether or how Malta enforces, no idea though web says you have a VRT test, similar to our MOT.
Washers and auto levelling are part of UK test. Can fail without.
Light pattern is part and certainly will fail if the beam is not focussed or misaligned.
Sticking any bulb, whether HID or LED into a headlamp unit not designed for it risks focus etc going to pot.
Certainly a major cause of dazzling other drivers.
