I had a similar problem on my old Scenic (1997) knocked a dent out by the filler flap (previous owner) and when I tried to open the flap to fill up it was stuck - manage to pry it open but then it would not lock.
Investigations follwed and found -
1. You can access the lock by removing the O/S rear light access panel.
2. There is no 'emergency' pull - that I could find anyway!!
3. My lock had 'opened' (from the panel beating vibrations)and all the parts where sitting in the bottom of the 'light' well
3. Its removed by using fine nose pliers (or mole grips) on the locking ring accesable when the flap is open - around the sliding pin - and holding the main body
I managed to remove mine and reassemble it (with some moly grease) once re-fitted it worked better than before
