TBH I'm not surprised that pulling at the dent had little more than a temporary effect.

The raised kink is a high-spot which has arisen because the metal distorted when it was stretched.

That is what would need addressing first (by being tapped back into line with a hammer & dolly), and once back in shape, the rigidity of the dented section would be restored.

I would try to remove the interior trim to see if the panel can be accessed, it may be an idea to examine the scrapped car, on the pretext of sourcing a related piece of trim, rather than exploring your own car.

I suspect that the people you have spoken to at bodyshops are probably fitters rather than panelbeaters, who prefer the easier-option (for them) of cutting/welding/spraying.

FWIW I believe it is repairable.
