Considering most of the gunge in engine oil collects in the bottom of the sump it is best to drain it properly. Other wise you could end up with accumulated gunge over a couple of oil changes which would be worse than no oil change at all. I can see the Pilo pump useful for stationary or marine engines where you don't have the option.
