You can use an 8mm drill to position the crankshaft but because are brittle they take very little pressure. Thats the easy bit - positioning and locking the camshafts is the most difficult - that's where the proper locking kit comes in.
If the cylinder head is repairable it may be cheaper than a second hand head - so any money saved could help pay for the locking kit. Additionally you could offer it for sale on this forum or good old Fleabay after you have had your use.
You could also try advertising in the "For sale and wanted" section of this forum.
