Laguna Fuel Economy

I'm only getting about 39 mpg average from my Laguna 11 diesel estate on mainly town journeys with the occasional 80mph motorway blast.
I run with 32 psi in the front tyres and 30 at the rear and drive gently. I've added some diesel injector cleaner to a full diesel tank and given the car some welly to clear it out but I still only get about 39 mpg, which is miles away from the 55/60 mpg I thought I would get. Any ideas what I should do next or is this the best I can expect
