All cars made after 1998 must only be fitted with type approved towbars. These must fix to the manufacturer's designated mounting points, and if the manufacturer doesn't designate any, then the car can't legally have a towbar fitted. There are a few examples of this (mostly small sports cars.)

The Clio can definitely have a towbar fitted. What's more, it can tow a surprising amount, depending on what engine you have in it. If you go by Renault's 'other cases' figure (which is based on a fully laden car) you can actually tow a heavier trailer with a 1.4 Clio than you can with a 2.0 Laguna.
