You are correct in presuming that these moulding clip onto the painted bumper.

Having removed this type of trim from various manufacturer's models to carry out bumper repairs, they usually have clips which slide into slots on the bumper.

As I'm normally removing the trim to perform a repair, my normal concern is to prevent damage to the trim, but I would suggest using a large flat-headed screwdriver to gently lever the leading edge of the trim in order to facilitate removal.

You must take care not to damage the bumper, so use a pad of some description as your pivot point when levering. And use only a small amount of pressure - otherwise clips can snap, or you can bend the trim out of shape.

If some of the clips do break, you can use a product called Tiger Seal to help secure the trim back into place - but use it sparingly - it can be messy.
