I have used a strong mix of biological washing powder and hot water as a means of removing oily smears from windscreens but if the wiper rubbers are contaminated it will only re-occur. Also drain the screenwasher bottle and ensure there is no gloop which may have been caused by someone in the past using washing-up liquid. Also using a good mix of a decent screenwash additive will help.
