Not sure about the leveling.
You cannot do any repairs to the HID it is sealed, or supposed to be! One of my xenons stopped working after heavy rain, when it started working again a few days later I took it off and sealed the seam around the bottom and sealed it with silicone sealer, it has worked OK for the last 3 years.
The HID sits in a well under the headlight, this well fills with water either due to the cover missing, which mine had or just heavy rain.
