An MOT is 50,a full service probably 150 on top,a small service around 90.The cambelt will be around 350 as you need to change the cambelt kit which includes tensioners and idlers.A water pump change is optional,an auxillary belt change is advised.

I'd always get the MOT done first,it will stop any nasty surprises after having the car serviced.If your car passes,then you have the money to have the belt checked/changed and the service done,if your car fails then you can afford to put it right.There are so many things that can fail an MOT that cost a decent amount of money it's always better to get the part you need to be able to drive the car on the road safely done first,and worry about the other things afterwards.
