Hmmm, not sure, it's always worked a treat for me. The way I use it is to wrap a cloth around my index finger, apply a small amount of Scratch-X to the tip of your finger and apply it to the scratch working in small circular motions applying pressure to remove the scratch.
As has been said before, if the scratch is deep enough to break through the clear coat, no amount of polishing will remove the scratch, but it will make it look a little better.
