Xenon bulbs work on the same principle as flourescent tubes and are known as discharge lamps. They have a ballast which converts the cars normal voltage to a much higher voltage which excites the gas inside the lamp causing it to glow. If the light burns dim it is either a bulb or ballast failure although their have been cases of water ingress around the ballast which cause a short.
