During my last MOT in Nortern Ireland on my diesel car its exhaust emmisions where not tested - I think they have ignored this aspect as in the past it had caused damage to engines. Yet officially they have a set procedure. They clearly state "It is important that vehicles are properly maintained (including changing of timing belts in accordance with the manufacturers' recommendation) and presented for test at normal working temperature." Maybe this is their get-out clause in the event of something going wrong.
