A prerecorded voice gives much more natural speech than true synthesis can, and is also easier and cheaper to implement. I can't see any reason why they'd use true speech synthesis on the Lag, and in any case the voice sounds far too natural.
True synthesis isn't required when something only has to replay a handful of phrases. It only really comes into its own when you need text to speech and can't predict what the text will be.
As for reprogramming: I always wanted to get my hands on one of those novelty egg-vending talking parrot machines that you get outside of amusement arcades. You could have a whale of a time replacing the speech on those
